DeepSeek Set to Brief UN Security Council on Artificial Intelligence Risks
NEW YORK — September 23, 2026
Chinese artificial intelligence company DeepSeek is set to take part in a United Nations Security Council briefing on the risks posed by rapidly developing AI systems, bringing one of China’s most prominent AI developers into an international discussion normally focused on threats to global peace and security.

The 15-member Security Council is scheduled to meet Wednesday to discuss artificial intelligence and international security as world leaders gather in New York for the annual UN General Assembly. Reuters reported the planned participation, citing two people familiar with the matter.
DeepSeek Joins Global AI Debate
DeepSeek and other Chinese AI companies, including Moonshot, have been invited to make statements during the discussion.
The meeting is expected to bring together representatives from both Chinese and U.S. AI companies. OpenAI CEO Sam Altman plans to brief the council, while senior representatives from Anthropic are also expected to participate.
DeepSeek founder Liang Wenfeng is not currently expected to attend in person. However, sources cautioned that arrangements could still change before the meeting.
DeepSeek and Moonshot did not immediately respond to Reuters’ requests for comment.
Why the Security Council Is Discussing AI
The United Nations has increasingly treated advanced artificial intelligence as an international security issue.
The Security Council first discussed the risks of AI in 2023. At that time, China warned that the technology should not become a “runaway horse,” while the United States raised concerns about potential uses of AI for censorship and repression.
The latest meeting comes as AI systems become increasingly capable and technology companies compete to develop more advanced models.
Some AI industry leaders have recently called for greater caution and international coordination, warning about the possibility that future systems could become difficult for humans to control.
DeepSeek’s Growing International Role
DeepSeek became internationally prominent after releasing AI models that demonstrated strong performance while being developed at comparatively low costs.

The company has since become an important part of the global AI competition and a prominent Chinese participant in discussions about the future of advanced artificial intelligence.
Its appearance at the Security Council would place a Chinese AI developer alongside major U.S. companies in a high-level international discussion about AI safety.
Debate Over the Future of AI
The meeting comes amid disagreements over how quickly advanced AI should be developed and how governments should respond to potential risks.
UN Secretary-General António Guterres has warned that the rapid development of AI creates risks that require international attention.
At the same time, Chinese state media have criticized calls for slowing AI development, describing them as an attempt to limit China’s technological progress.
The Security Council meeting is not expected to establish immediate global rules for AI companies. Instead, it provides a high-profile forum for governments and technology developers to discuss how increasingly powerful AI systems could affect international security.
