Six Men Arrested in Pennsylvania Undercover Sting After Allegedly Arranging Sexual Encounters With Minors

Six men between the ages of 24 and 56 were arrested in Delaware County, Pennsylvania, after an undercover operation targeting suspected child sexual exploitation, authorities announced in December 2022.

The four-day operation ran from December 8 through December 11. According to the Delaware County District Attorney’s Office, undercover investigators posed as minors on websites and social media platforms to identify people allegedly attempting to arrange sexual encounters with children.

Authorities said the six suspects communicated online with undercover agents, believing they were speaking with minors, before allegedly traveling to designated meeting locations in the county.

Six Suspects Identified

The men arrested were identified as Joseph P. Fahy, 48, of Media; Laurence D. Tom, 47, of Philadelphia; Stephen L. Maghandy-Taghap, 37, of Philadelphia; Tyler A. Wilder, 30, of Glenmoore; Andrew Chang, 56, of Upper Darby; and Daniel J. Thurman-Miller, 24, of Colorado Springs, Colorado.

Investigators alleged that the suspects engaged in sexually explicit conversations with undercover agents and arranged meetings involving people they believed were underage.

According to police accounts reported by local media, the allegations varied by suspect. Some allegedly requested sexual acts or explicit images, while others were accused of offering money or arranging to meet someone they believed to be a minor.

Authorities said the suspects were arrested when they arrived at the proposed meeting locations in the Tinicum Township area.

Multiple Charges Filed

The six men faced various charges related to alleged attempts to engage in unlawful sexual conduct with minors. The charges reported included attempted involuntary deviate sexual intercourse with a child, unlawful contact with a minor, attempted corruption of minors and criminal use of a communication facility.

Bail was set at $250,000 for each suspect ahead of preliminary hearings scheduled for December 19, 2022.

Delaware County District Attorney Jack Stollsteimer said the operation focused on people who allegedly continued arranging sexual encounters after being told the person they believed they were communicating with was underage.

The arrests were part of an effort by investigators to identify individuals using online platforms to pursue sexual contact with minors.

Authorities Warn About Online Child Exploitation

Undercover operations of this kind are designed to identify suspected offenders before an encounter with an actual child occurs. Investigators use online communications and evidence gathered during the operation to support potential criminal charges.

Authorities have repeatedly warned that social media and messaging platforms can be used to initiate contact with vulnerable young people. They encourage parents and guardians to discuss online safety with children and report suspected exploitation to law enforcement.

The arrests in Delaware County marked a significant development in the investigation, but the allegations against each defendant remained subject to the legal process. An arrest or criminal charge does not, by itself, establish guilt.
