Baltimore Mother Fears for Her Children After Alleged Encounters With Man Living in Sewer

A Baltimore County mother says she is struggling to protect her family after a man allegedly living inside a sewer repeatedly approached her children and chased them down the street.
Unique Wiggins said she initially dismissed her children’s claims that someone underground was speaking to them. But after hearing similar complaints several times, she decided to investigate for herself.
Wiggins said she approached the sewer opening and heard someone singing from inside. When she called out, a man responded, leading to a tense confrontation in which she demanded that he leave her children alone.
According to Wiggins, the man had told her children they could not walk through the area and had chased them on another occasion. She also suspects he entered her property and broke into her car, although those allegations have not been independently established.
Concerned about the situation, Wiggins contacted police. She said she was frustrated by what she understood to be limitations on authorities’ ability to remove someone from sewer lines and culverts that are considered public property.
“I don’t feel like I’m protected. I don’t feel like my kids are protected,” she told CBS Baltimore, explaining that she wanted officials to take additional steps to make the area safer.
Baltimore County Police confirmed that the unidentified man had been arrested in connection with a trespassing incident and later released on his own recognizance. Authorities also said a peace order had been served on him. The man has not been publicly identified in the reports.
Police said they had offered him support services but were unsuccessful in connecting him with assistance. County officials also indicated that a no-trespassing sign had been installed near a storm drain following community concerns.

Wiggins is asking officials to consider further safety measures, including securing openings and preventing similar incidents. Her concerns reflect the difficult balance between addressing residents’ safety fears and providing support to people experiencing homelessness.
For Wiggins, the central issue remains the safety of her children as the situation continues to draw attention from local authorities.
